A crowdfunding campaign to stop a 600-home housing development on green fields between Blackburn and Darwen has raised hundreds of pounds. The funds will be used to hire a independent consultant to lead the fight against the new estate. 
Landlady of the Black Bull Inn in Brokenstone Road, Darwen,If approved, Persimmon Homes Lancashire's proposal would feature two, three, four, and five bedroom homes. It would incorporate a village green and five 'character' areas on 121 acres of mostly grazing land at Bank Hey Farm, between Heys Lane and Bog Height Road.  
 
Some local residents are angry about the scheme, including Ewood Tory candidate Rick Moore who launched the crowdfunder. 
The GoFundMe appeal page states: “The Bank Hey Farm development at the top of Heys Lane will put unnecessary strain on roads, schools, and health services. Construction traffic will make residents lives a misery for years." 
“This development is not needed as Blackburn with Darwen Council is already four times over its government house building target. Funds will be used to employ an independent planning consultant to raise an objection to this development on behalf of residents.” 
 
Rick Moore said, “The Bank Hey Farm development will cause significant issues for residents, not just adjacent to it but in the wider areas of Livesey, Ewood, Fernhurst and Tockholes. The junction of Heys Lane and Livesey Branch Rd, Ewood gyratory and links to M65 junction 4 particularly are insufficient and there are no concrete proposals to address this." 
“There is a shortfall of 810 secondary school places already. Our hope is that a professional planning consultant will be able to properly highlight all these issues and make the council see sense.”

Statement from Wendy Bell 

Landlady of the Black Bull Inn in Brokenstone Road, Darwen, Wendy Bell said “We feel we are being swallowed up with houses all around us. More cars will inevitably lead to more accidents and congestion at the top and bottom of Heys Lane. We are concerned about affects of local health facilities, primary and secondary school places, increased traffic and congestion and the fact we have lost so much green space in this area already.”

Blackburn with Darwen Council regeneration boss Cllr Quesir Mahmood said, "We are going through a consultation on this proposal and this is the opportunity to raise concerns as part of the planning process before any decisions are made" 
"I would encourage residents to contact the council directly as part of this process." 
 
A spokesperson for Blackburn with Darwen Council said, “As with any planning application, the proposals for Bank Hey will be assessed rigorously by our Planning Team, including a full assessment of any issues raised during the consultation period." 
“This application has been submitted by Persimmon Homes based on a masterplan already adopted for the site in 2020. 
“That masterplan was also subject to public consultation and has been put in place to ensure the land is developed to a high standard.”
